The added fees will fluctuate from month to month resulting in varying invoice totals.  Since the fees are a percentage of your base rate and tied to consumer indexes your monthly bill fluctuate. It will come to a point where you’ll be used to seeing your trash bill amount change every month. This is exactly what your trash service provider wants. Once you are unsure of exactly what you will pay every month, they gain the ability to pass incremental price increases on each of the fees and the base rate without raising any eyebrows.
